Broken Internet access because of LSP provider

My neighbour's computer will allow him to access the internet, but display no pages. I ran HJT and took a logfile and have noticed the following entry:

O10 - Broken Internet access because of LSP provider 'c:\program files\cooleagle\cooleagle personal firewall\epf.dll' missing.

I have looked around for similar messages and believe I need some HJT master to help out and instruct me what to do to get the pages displaying again.
