safely remove hardware problem

When I plugged in a flash drive I used to get the safely remove hardware icon. Now when I plug it in There is nothing. I ran the "rundll32 shell32.dll,Control_RunDLL hotplug.dll" and the device is not listed in it but I am still able to use the drive. So my question is why does the safely remove hardware icon not recognize that I plugged something in but it still works?
