disk defragmenter wont run

im running windows xp sp 3 , i tried to rum disk defragmenter but when i click analyze or defragment it says "disk defragmenter could not start". so i did some research and tried running some msl. but it couldnt find it. i beleive i accidently might of deleted it in my futile efforts to clear space on my computer. or by the way i trying to defragment drive c and i have 4.5 out of 69.9 gb of space left with a 7.4gb cap..... any help would be appreciated thanx.........

You need to move some files which are not programs installed or the O/S...from the C: partition. You don't have enough room allowed for defrag to run (requires approx 15% of total partition/hard drive space to be free/unused).
