External Harddisk Problem

I recently got a new hard disk, and am having real trouble getting it to show up on my computer.
i konw for a fact that my computer has detected the device, as it shows the installing hardware, or whatever icon. the hard disk also appears in the 'safely remove program' list.

however, i haven't been able to get it to appear on my computer.
any suggestions as to how to get it to appear?

Format it?

If the device is working and properly attached...it should show up in Disk Management. If it's reflected as unformatted, then you need to format it. My Computer/Explorer cannot reflect a hard drive which is unformatted...formatting prepares the drive for use by Windows.
