can't open Network Connections

ok here is what happens.

i go to control panel and when i try to click on network connections it simply does nothing. no network connection window opens at all.

i have to right click it and choose explore to open network connections in windows explorer.

now why on earth can't it open by left clicking?

i use windows xp
