system restore crashes

when i try to open my system restore i get an error message "; the ordinal 414 could not be located in the dynamic link library urlman.dll"
please help me out with this problem as i am not bale to even open my system restore

Are you having a malware problem?
I would try doing some scans

ITS NOT MALWARE PROBLEM..I APPLIED A THEME AND THEREAFTER THIS PROBLEM STARTED

OR MAYBE THE THEME WAS ITSELF A PROBLEM..I MEAN SORT OF MALWARE
