My network place refused to open.

a notebook PC running Windows XP pro refused to open any of the icons under my network place, if you click on View Work Group, it will hang displaying the message "program isn't responding" for infinite(until you are tired) i tried ending the task using Windows Task Manager it can't, as soon as I close the Task Manager Window, the computer will display a blank screen for also infinite time.
the only solution is to manually turn off the PC and On again. its difficult for me to connect the computer to shared printers Drives and Folders.
