Kernel32, Restrictions & Disappearing Windows

Ok I've having a whole mess of problems here.

I keep getting errors with kernel32.dll when I try to run programs.

I get a message that says: the operation was cancelled due to restrictions in effect on this computer. contact system administrator

And also windows keep disappearing. Weather it be Explorer, Mozilla or Winzip. I open a program and then it just closes.

Please help me!!! I don't know what to do!!!

Hello CosmoQueen and welcome to BC.

A little more info would be helpful.

What is your operating system?

What can you tell us about the CPU, Ram etc?

What anti-virus/anti-spyware programs are you using and have you done a scan lately? If so, what were the results?

The OS is Windows ME.

CPU is 800MHz.

RAM is 128MB.

I used to have Norton but it got messed up somehow and I can't reinstall it now because of the "disappearing windows" thing :thumbsup:.
