cd rom in not working

i have instslled cd rom it has detected but it is not working still

Is it new. Have rechecked all the connect ins that they are secure and to the proper location on the board?
Reinstalled the software and drivers. Updated drivers?

cables and other settings are O.K. I have changed another C.D Rom which was working in other P.C.But still the problem exist. in Bios set up shows that detected. in My Computer also shows. But I cant open CD Drive.

Hook a different power lead from the power supply to it , if you can.
OCZ StealthXstream 700W,Gigabyte GA-EP45-UD3R , E8500, Arctic Freezer Pro 7, 3GB G.Skill PC8500,Gigabyte Radeon HD 4850 OC [1GB ], Seagate 250GB SATA II X2 in RAID 0, Samsung SATA DVD burner.
