MONITOR NOT TURNING ON!!!!! HELP!!!!

Hi, im new here and have a question about the monitor not turning on.

The vga out for my monitor thats on my computer is connected on my motherboard.
I have been having trouble with getting my monitor turning on, so I bought a new monitor and plugged it into it
and it still doesnt turn on, it says "No Signal"

I bought a new vga card/graphics card and plugged it into my computer and the monitor still doesnt work

Specs? how big is your power supply (watts)? that makes a difference

What brand & model is the computer ?
OCZ StealthXstream 700W,Gigabyte GA-EP45-UD3R , E8500, Arctic Freezer Pro 7, 3GB G.Skill PC8500,Gigabyte Radeon HD 4850 OC [1GB ], Seagate 250GB SATA II X2 in RAID 0, Samsung SATA DVD burner.

Its a Compaq Pressario tower, the monitor is a samsung. It was working for 3 years with my old monitor (Sony) but then that stopped working for some reason, so i went out and bought a new Samsung monitor and it still doesnt work.

The tower turns on and fans run
