Scrolling Problem

I have this frustrating scrolling issue. It is kind of difficult to describe, but the screen basically isn't in sync when I click to scroll down.As I try to scroll down, the screen slowly responds and forms lines before showing normal images. My computer recently crashed, and since it is under warranty, Microsoft replaced the hard drive, and the computer came back like this. Does anyone have an idea of what I might be able to do to fix this?

Go to the manufacturers web site .
Download the newest video [graphics] driver & install it.
