I know this has to do with some bum HP printer software, but I can no longer find the solution in the MS Knowledge Base for some reason. When I make changes to Startup Items in msconfig.exe and close the utility, a messge pops up saying maybe i do not have administrator privileges, but i do. i think the changes i make to Startup are saved, but it's jarring to get the error message each time.

You are correct stating it has something to do with HP printers.
The only thing I found on the subject with a solution is

The solution there involves editing the registry. IF YOU ARE UNCOMFORTABLE WITH THE THOUGHT OF REGISTRY EDITING, DO NOT DO IT.
