Vote , ban ip

Hola everyone. I need some advice here.

I need to know a script to make a vote that can only be voted once by a computer. This means eventhough it goes offline and back online again, he can't vote amore than once.

The thing is, i think this should be the same as ip banning. But what i can't understand is that, most of us have a dynamic ip. So, if we ban someone's ip, if he got offline, then his ip will change the next time he goes online. So how actually this ip banning script works and what is the script based on( programming language)?
