Help, Can't Install MS office 2003 from CD

Somebody can help me?
I have problem to install MS Office 2003 from CD, there is error message :

The Windows Installer Sevice could not be accessed. This can occur if you are running Windows in safe mode (no I'm not), or if the Windows Isntaller (what is this?) is not correctly installed (could be true, cause I just have serious virus problem and my Windows crash, now it already run but still have problem).

Some advices could be helpfull
