PSsteal trojan can't remove

I seem to have a bad virus on my XP pro machine. Norton 2003 with the latest definitions finds it, along with any other virus files. It can either quarantine or delete everything but this one file - msplg7.dll in the system32 directory.
Note that I cannot even run Norton in "regular" windows (gives me some activeX error) - I need to go into safe mode. even while in safe mode I cannot delete this one file, through Norton or manually. Any advice on how to get rid of it?

also - other spyware programs have no worked either - Adaware, NoSpyware, etc.

Spyware, virus, trojan and worm are not interchangeable words. They all mean different things.

Your spyware aps will not work on most other types of malware and vice versa for your AV aps.

Try using a few of these online scans for malware which will detect all types of malware:

Web based online Antivirus and anti-malware scans:
You must use Internet Explorer to run these.)

Panda Activescan (IE only)

Trend Micro antivirus and malware scan:

Etrust Anti-virus web scanner

Kaspersky Anti-Virus Web Scanner

Also - download and run this:
Microsoft Malicious Software Removal Tool (Win XP and Win 2000):

and install, update and run the following program regularly:
