missing file iertutil.dll

hi my windows explorer will not work due to missing dll file. the only thing that works is task manager. This problem happened after I tried to uninstall ie 8.

Try reinstalling IE 8
Then remove it again (properly, of course) If you want

I cant log on to the internet and any action I try results in a missing iertutil.dll message.
