Having a redirect problem, also cannot run cmd/regedit

When I boot, none of my programs startup, including Explorer.

I need to run explorer from Task Manager. Also, Google searches redirect every now and then

I've ran Spybot scan, Super Anti-Spyware, MalwareBytes. Malware bytes found a few things, but after a clean and reboot, still same problems. Nothing else.

Also, cant run CMD or Regedit, but can run them if I rename the EXE's to something else.
