Will Not Load Applications!

I have Win 98. Up to two days ago, all was working fine until suddenly error message "Your computer has performed an illegal operation and will shut down...". Rebooting the system will get me to the desktop but will not start applications only the same error message. This error message is accompanied by a new desktop icon "WareOut Monitor and Scanner".

I would greatly appreciate your help!!
