Using XP pro as I/C dial up server

Hi there,
I want to dial into my XP SP3 pc from my laptop using the telephone network. I've set up an incoming connection in network manager and the modem answers after 2 rings, but no connection is made, so unsuccesful.
Do I need to run some sort of server s/w on the XP SP3 m/c? Is what I want to do possible? I believe ME had i/c server type facilties.
