Laptop will not shut down???!!!???

Have a gateway m-6848 with vista 64. after a year of operating perfectly, it suddenly will not shut down or re-start. Haven't changed anything other than to install norton 360. Should be noted that just prior to this the battery light came on(And stays on) and apparently I'm "not charging". Not real computer savy and would like any input. Thanks Jim

How do you know it won't restart, if it doesn't shut down in the first place??

you mean it doesn't turn off because the power LED light stays on, right?
i've seen some toshibas doing this
