Internet connection problem/ Moved

I have similar problem to this http://www.bleepingcomputer.com/forums/t/87090/hjt-log-winsock-error/ but I don't think the problem with my java.. can you help me?!

I can't connect to the internet. can't type "netsh winsock reset catalog" in my cmd I get "the following helper DLL cannot be loaded: IFMON.DLL" AND "the following command was not found: winsock reset catalog"

I have windows xp with service pack 3
