Notification Error no services

I have windows XP and when it boots up my startmenu is missing and i get an error that says "Notification.dll is not registered" I noticed that most of my services are not running and i can not get connected to any network due to the fact that Server service and workstation service is not running.

Not positive if you're infected or not
Are you able to boot into safe mode w/networking?
