RUNDLL error on startup and continuing afterward

For the past couple of days, every time I restart Windows:

"Error loading C:\Windows\wmsvs32.dll

Access is denied."

Not content to bug me with this just after start up, it keeps going. The error keeps appearing every few seconds. I have no idea what this .dll is or why Windows is so intent on loading it. I've followed my usual course of action for strange Windows problems, including running antivirus and antispyware (nothing), running HijackThis (still nothing). I've tried Googling the dll in question to learn what it's associated with, no results.

I'm running Windows XP Professional, Service Pack 2.
