Profile Cannot Be Loaded

I just bought a used computer with Windows 2000 Professional. After "cleaning up the files" when I tried to add a new user I get the following message after trying to log in as the new user I created:

Windows cannot copy file C:\Documents and Settings\Default User\Local Settings\Application Data\Google\CrashReports\ to location C:\Documents and Settings\g\Local Settings\Application Data\Google\CrashReports\. Contact your network administrator.
DETAIL - Access is denied.

I tried creating new folders (Google & CrashReports) to give the file somewhere to copy to, but no change.

I'm only able to log in using the Administrator login, but I don't the other users having such unlimited access.

Please help.
