Cannot create a destop shortcut

Hi for a few months now, I have been unable to create a destop shorcut. I right click, new-> shortcut and nothing pops up. Therefore i decided to post at beepingcomputer.com. The previous technician failed to understand the problem and directed me here.

Any speedy approch by any technician is most welcome. Hopefully I wont have to wait for a long time to be directed to a technician as it is a part of my previous post

dont know if it helps but when you right click you should choose send to>desktop (create shortcut)

Hmm, clicking on an icon and then trying to create a shortcut work, however, simply right clicking an empty destop area and then trying to create a shortcut does not work. That's where I need help

I am not trying to create a shortcut, but just playing around with it until i found out that i can't create a shortcut
