export kernel32 dll?

I have a used system and when i went to defrag it stayed on 0 for 5 hrs. this led me to believe defrag not installed or closed. I was told to install defraggler, when i went to run i got error message "linked to missing export kernel 32 dll, set file pointer ex. can anyone give suggestions.
First on how to make sure nothing running in the background to hamper def.
Second how to go about fixing this kernel 32 issue.
I am not comp. literate so the easier the better appreciated. Started useing comp. to old i think.

Back in the days of W98, people would recommend doing a defrag in Safe mode with the screensaver turned off
If you use AVG anti-virus, there are some issues with that
