Sound Recorder missing in Vista

Good Afternoon Bleeping Community,

Sound Recorder cannot be found within an Dell XPS M1330 running Vista Home Premium. "An audio recording device cannot be found" pops up when I try to open Sound Recorder. All sound drivers are installed; this user recently got her hard-drive replaced and Windows reinstalled, and she states that she previously utilized Sound Recorder at full functionality.
I uninstalled the Sigmatel driver and restarted the system and it reinstalled itself just fine, but still no Sound Recorder. Researched it on the net to no avail; searched through Microsoft Help and Support site to no avail. Please advise.
