Is there anyway to download and install Windows Automatic Updates service by itself?

I had this problem before, were shortly after I install sp4, Automatic Updates works, but after some while (I dont know the reason because I installed tons of programs that I had before I reformatted), it wouldnt work, and the reason is because Windows Automatic Update service is gone.

To add features from Microsoft Windows Update

Open Add/Remove Programs in Control Panel.
Click Add New Programs, and then click Windows Update.
Follow the instructions on the Web site to locate and add new Windows features, system updates, and device drivers.
