Computer difficulties

Ok my computer has ABSOLUTELY driven me stark raving MAD. I can log on using Internet explorer and MSN explorer BUT if I try to click on a link or a button it doesn't go anywhere. It just sits there. Now my WORDPAD is missing for some reason. I have run Hijack this I have run Killbox I have done Registry Mechanic Registry First Aid, I can't even get to System Restore. It is a blank white page. I tried reinstalling MSN explorer today from a cd that came with my computer but it didn't do anything different. I am running a Windows XP system (DELL Dimension 4550) I can't turn my computer on after turning it off unless I run the hair dryer on the back of it for SEVERAL minutes. I have run every ad/spy ware scan I have and virus scans. Community Feedback tried to help but I have stumped them. Anyone got any ideas? I'm trying to get my IE and MSN explorers back without resorting to taking the whole tower in to the doctor. Thanks
