Whenever I use Spybot, it seems it is never able to delete all of the Temporary Internet Files Spybot deletes. This occurs on my desktop. When I run it on my laptop, Spybot will be able to get rid of all of the files. I've run scans with MBAM and they come up negative of anything wrong. I was just wondering, is this normal? Or should I be concerned that Spybot cannot delete all of the temporary internet files?

Are you closing all instances of Outlook Express, Internet Explorer and Windows Explorer before attempting to remove temporary Internet files?

How to Safely Delete the Temporary Internet Files
Alternatively, you can run Disk Cleanup or download and use ATF Cleaner by Atribune.

I've used ATF cleaner, and still spybot can't delete about 126 temporary internet files.

Then that sounds like a problem with Spybot which you should address with their Support team.
