Can't start in safe mode

I am unable to start my PC in safe mode.

Windows 98 SE

I can get to option screen by hitting F8. When I choose # 3 Safe Mode
PC screen goes blank hour glass appears, drive light on front of PC flickers for a minute or two then comes on steady but no more noise from drive.

I have to manually switch of PC and restart. PC then scansdisk for errors then I get start option screen, if I choose normal mode PC will start OK and run fine.

I've tried several times with same results.

Hoping for help.

Hello kate8483 anf welcome to BC.

I see that you have a log in the HiJack This forum and have been asked by our team to boot into Safe Mode. It will be less confusing for all involved if you try to follow only their instructions until your computer is cleaned. Please report back in the HJT forum that you have a problem with Safe Mode and continue to follow their advice.
