Anyone know what is a really good or is considered the best software for testing a IDE hard drive that doesnt require it to have an Operating System already installed on the drive? Also are there any free versions out there?

Yes you can use the manufactures Testing Software. They are free and you can find them listed here.
You do not need to have a OS installed you will need to copy the software to Bootable Media either a USB Drive or a Cd.
