cabinet file error

I have tried to download Direct X 9.0 but I still come up with the following message after it has gone through the entire process.
The cabinet file neccessary for installation cannot be trusted.
I have looked and looked for a solution I am at the end.
I had the Smitfraud virus and I wonder if this has anything to do with it.

even though it says that I have pandasoftware it too told me it had issues with the active x.
I have been reading through several log that have issues with the smitfraud. I belive that my registry has somehow been corrupted. This problem (cabinet) did not occur until after I got the virus. also every web site that I go to refers to this as being a XP problem. A post that I read that had Old timer as the moderator had several registry cut and pastes. I don't know if these would work with ME as well.

I found this but I am running ME and do not know where any of this is.
Under Windows XP, ensure that the Cryptographic Services are enabled and running:
Right-click on My Computer
Click on Manage
Expand Services and Applications
Click on Services
Right-click on Cryptographic Services
Click on Properties
Set the Startup type to Automatic
OK and close your way back out.
(This service is required for the validation to work.)
