Different programs to control the mouse?

Sorry, I didn't know where to put this post. It's pretty gray in terms of subject.
This will be easier to understand if I explain the situation first.
In playing computer games, I want to fire one bullet but there is no single shot option nor can I click the button fast enough.
So I'm wondering, are there any programs that make it so I only click once, even if I hold the mouse button down?
Thanks a ton... it's hard to find on Google because I don't know what to look for...

Oh cool Half-Life 1. I believe CZ and HL have the same engine? Perhaps I can find a CZ macros file somewhere. Thanks!
Still open to suggestions, however. Not able to try out garmanma's solution at the moment.
