Blocking flash in Excel 2003

A department head is asking us to block people from being able to play flash videos in Excel 2003. We can't run a batch file to delete them because they're sending it to themselves in email. We can't deny email access and we can't remove their ability to use Excel. We set up a GPO but it doesn't seem to be working.

Does anyone have any thoughts, ideas or suggestions for this?

I did a Google search for "preventing flash plugins in Excel" and got this as the first hit:

Flash embedded in Excel

Apparently you're not the only one with this issue. This forum thread did offer some suggestions for your IT department as well as a program that is available.

Thanks for the advice. I've already researched online, a lot. We can't use the advice from that post because we have over 500 users and need to create a GPO or possibly create a script that will disable flash or macros just within Excel possibly. I am hoping for a general solution within Excel, aside from moving to Office 2K7.
