monitoring company wide bandwith usage

We would like to monitor the employees bandwith use and also be able to block certain computer from accessing the internet with a few exceptions of certain work related sites. Any suggested software. I am looking at monitoring approx 20 computers. We dont want to be snoppy but want to check on over uses of bandwidth.
