CD Burner Problems

I installed a CD Burner yesterday and I got it to play fine but when I try to save some thing on it a pop up window comes up saying " you don't have permission to open this file. See owner of this file or an administrator to obtain premission'
I have tried to save files from the internet , 3 1/2 Floppy and CD to CD and it's always the same.
I don't have a system disk for windows 2000. I am looking for any one that can tell me how to program the system right.
I am in the process of trying to learn all I can about programing computers but I'm a long way from being any good at it.
I thank anyone who can help me fix it.
