Taskbar Problem, help needed...

Hi all, a week ago I turn on the pc and double clicked on "my computer" and the icon name of "my computer" on the taskbar just kept flashing. Annoying orange flash started to happen every kind of window I try to open. Internet Explorer, MS word, every program I got the same orange flash like msn messenger has. Then I was suggested to edit the registry as following:

hkey.... -> current user -> control panel -> desktop -> foregroundlocktimeout

I changed the value from 0 to 200000 decimal and reboot. Then the problem went away. But today same problem is happening and I cant find the solution. Help me get rid of this annoying orange flashing taskbar.
