I don't use Outlook. However I do use other Office applications.
When I want to save a Document or Excel Template I click on File
on the toolbar and select Save as
In the dialog box that opens, I click on the down arrow at the end of the box that says Save as type
and this gives me the options to save the file as a template (amongst other things).
