Core Control alternative?

Does anyone know if there is something similar like Core Control but will work fully on Windows XP Home?

Are you referring to this Core Control?

Hello this is the core control I was on about and found this in the freeware section of the forum. I have look through the freeware forum and haven't found anything that would suit my needs. Core Control would but its not designed for windows xp. I did install it however to see what it would do. I managed to install it after one issue I had at the start but could not set it up as it was talking about some user account which I put in correct over 100times and still wouldn't have any of it (this is just setting it up) so I gave up and manually removed it since it was so kind not to provide me with an uninstaller, nor would it show up in add/remove programs or Revo Uninstaller, so I passed on that.

I have tried to disable the Windows Installer Service to restrict applications from installing which is all I want and still no luck as of yet.
