There is absolutely no way to know what software was used to build that site. There are no tags embedded into the source code that I could find. There are any number of ways one could build a similar website. It really has nothing to do with the software at all.

By looking at it id say it was hand coded, there is no DOCTYPE, any good program should put one in. When i was looking through the css.css file idid find this:

/* ' *
' CSS Themes
' Description: CSS Themes
' Labour By Withichiwit.com and Labourcorporate.com
' Copyright Withichiwit.com and Labourcorporate.com
' Website: http://www.withichiwit.com
' http://www.labourcorporate.com
' Email: labour@labourcorporate.com
' Country: Thailand
* ' */

Hope this helps (css was found via here http://9sats.com/css/css.css)
