The Ps/2 Keyboard and mouse need to be plugged in when the computer is off (or at least reboot the computer after plugging them in). The USB keyboard and mouse may require a few moments or minutes to be recognized by windows and the appropriate drivers installed automatically by windows. Try them again

Edit: Both should work in the bios screen when you reboot try and press the DEL key to get into your bios screen. If this works give windows a chance to load the drivers when it starts.

The USB should work at getting you into the bios if your MB supports USB legacy. If you can get into the bios with the PS/2 they should work in windows. Hmm I will have to do some searching around today.

Edit: What system do you have? Make/model etc.. If its a custom build what is the make and model of the motherboard?

If neither connect can get you into the BIOS, then you might have a bad 5V solder trace or a damaged power supply

Having grandkids is God's way of giving you a 2nd chance because you were too busy working your butt off the 1st time around
