Does anyone know where i can get a free extension for dreamweaver or such a program that will allow me to create templates for joomla! 1.0 (other than notepad)?

I've had a bit of a look around, asked the question on the Joomla! forum, but haven't had much luck, so, fall back on the trusty BC!

Cheers.

None of these will work? You don't like the built in editor?

I've been set a task...

Take the CleanAndClear template (google it) and mod it to look like a theme tht i use all the time in wordpress.

They have said, HINT: Use dreamweaver and find yourself the Joomla Mambo plugin for dreamweaver, you will find yourself using this a lot!

I have found one plugin/info here

What do you mean "They"? If this is for a class assignment, then ask your teacher where to get the necessary resources. If you are doing it for a client, do it however you want. Joomla produces bloated code, so does Dreamweaver. I can't imagine the mess that will result from combining the two. Good luck.
