System Not Running Correctly After Failed Install

After I had a failed install of Seagate Enterprise Tools (for External HD), I believe while it was in the ‘writing registry’ section, my computer has been running oddly. I can no longer run CMD nor RegEdit for the Run command line. Also, certain programs are not loading when I restart the computer i.e. Topmost Clock, Post-It Sticky Notes, ZoneAlarm, Symantec Client, and Webroot SpySweeper are the main ones. I have used Registry Easy because I first thought it was a corrupt registry due to the failed install, however it still does the same thing.

I run ZoneAlarm, Symantec Corporate Edition which is updated daily and scanned daily, and also Webroot’s Spysweeper. I have not had any viruses on this computer since I have owned it for the past 3 years. I don’t believe I have a virus or spyware issue. I am thinking the failed install screwed something up.

I have also tried restoring the system in safe-mode to two previous restore points with no success. Here is a HiJackThis log file. Please let me know what you all think. I am very confused at this point. One last thing to mention is, the cmd.exe and regedit.exe are still present in the system folders. There is no ‘.com’ versions so I believe that eliminates that thought. Task Manager and MSConfig work fine as well. Also ‘Command.com’ will launch a command script however cmd.com nor regedit.com will launch. When I type cmd or regedit, my screen basically goes blank meaning the desktop icons disappear as well as the start bar and only the desktop backround are present. I can press ctrl+alt+del to launch task manager and that is basically the only way I can do anything with the computer i.e. log out or restart.
