Add new Program to controll panel

I'm sure that this is covered somewheres on this form. But I'm just to old and to tired to search for it. besides i was able to download tweak XP>reg file to put it into control panel. Some programs i feel thats where they need to be. out of harms way. Not on the desk top or menu.
These are the reg entries for Microsoft Baseline Security Analyzer. I would like the Icon in my control panel. What changes would iI need to make for this to happen. Same entries are in Local Machine.

Default\Microsoft Baseline SecurityAnalyze

Default\C:\Program Files\Microsoft Baseline Security Analyzer\serversecure.dll
