Older Compaq Presario 900AP. Installed Windows XP, all updates (Service Pack 3), etc.

CD r/w, DVD r basically will not read nor write yet it will always read some older Windows 98 program disks, but no longer the XP disc I used for the update.

Thus I assume the device is working as it will read some but few. My only interest is CD's.

I know about devices, device drive, enabling, disabling, drivers, downloads, Device Manager, etc. All are correct all say the device is there and drivers are correct.

I am not a novice at this but I am stuck.

I can load and use any program via flash drives and down load on line and all run well except the CD/DVD. The damn CD problem gets to me...LOL

I even replced the CD/DVD drive and the problem is identical.

Try the fix given on this Microsoft page.
The power of accurate observation is commonly called cynicism by those who haven't got it.
