windows startup only gets me to wallpaper

After I log on to my computer the wallpaper shows up with mouse pointer but no icons load. I can get to task manager but no place else.. please help!

In Task Manager, go to FILE----New Task

In the box that pops up type explorer and press enter. This should load your icons and start menu. Only bad thing about this is it dosent really fix the issue of explorer not loading up. but try it, give it a reboot, and see if maybe it will work itself out, post back if not.
