Hi
I cannot access hotmail the page does not display at all it is just blank(white) i cannot do a system restore

Are you saying you have two problems?

1. You cannot view the hotmail page.
2. System Restore fails.

What is your operating system, what browser are you using and when did the problem first appear? Tell us something about your system.
If system restore fails, what happens, do you get an error message?

If you have MSN messenger, try accessing hotmail from there.
