Controlling Bandwidth

Is it possible to control your bandwidth or to direct it to a certain task?

Sometimes it seems my bandwidth (Internet connection) focuses more on less important tasks rather than what I would rather it focus on.

Say im downloading a file, rather than using only a shared part of my banwidth how do I focus all of my bandwidth on downloading that file?

Well if your downloading a file, and nothing else is leeching your internet say limewire or a bit torrent or something

Your priority should be the downloaded fle.
