Is there any software to delete newely installed program?

OS: WindowsXP sp2

In our office network we have a problem. All the users are installing many applications by their own. As some of our applications are in need of admin group we are not able to restrict them.
What i want to know is?
is there any program/utility/software that will uninstall/delete all the newely installed programs when the pc reboots or when the pc starts?
I went to one browsing center i installed some softwares.next time when i went again and i saw the programs which i installed was not there.
then i asked the guy in the browsing center. he said when we restart the pc all the newly installed programs which is installed by the users and from internet will be deleted/uninstalled automatically.
so i wondered.... !
can anybody give me the link or tell me the software name?
